Le terrain est classé comme étant sur un terrain urbanisé et qualifié comme : 3.2.1.1 Espace de Commerce et de Services, soumis aux régimes d'occupation des sols et de constructibilité prévus aux articles 75, 76 et 77 du Règlement PDM de Cascais. 3.2.2. Comme le prévoit l'article 76 du RPDM de Cascais « la sous-catégorie des espaces commerciaux et de services correspond aux zones à occupation majoritairement tertiaire, avec des types d'occupation généralement différenciés du reste du tissu urbain résidentiel.
Dans cet espace, la priorité est donnée au renforcement des usages commerciaux et de services, en admettant comme usages compatibles la micrologistique, les activités industrielles de type 3, l'équipement, le tourisme et l'habitat et, exceptionnellement, l'industrie de type 2 existante.
L'implantation d'établissements industriels doit être fonctionnellement et urbanistiquement réconciliée avec les activités tertiaires existantes et l'environnement immédiat.
