As early as 943 Serpins (anthroponymic toponym) is referred to as a rustic villa on the territory of the Castle of Arouce, half of which then belonged to Zoleiman Abaiub (Solomon). The other part of the villa of Serpins belonged, quite possibly, to the ancestors of the notable Count Gonçalo Monis.The local settlement must date back to Roman times, perhaps dating back to that time with the toponym itself. Due to the invasions of Almansor, the villa fell under Arab rule (end of the 10th century). King Manuel I granted it a charter in Lisbon on 27 February 1514. The village then became a village, head of a municipality created and extinguished by seigneurial causes (with the administrative reform of 1836) by liberalism. There is also in the parish the Pelourinho, a national monument that, despite being rebuilt a few decades ago, is composed of the shaft with chamfered corners on three steps and a plinth and the pine cone or finial, in which you can see a national coat of arms, in the typical shape of the sixteenth century.Also noteworthy are the two bridges, the Old Bridge, from the fourteenth century, and the New Bridge, from the seventeenth century, as they are known in the region. The Old Bridge is formed by the remains of the pillars of the medieval bridge, which are still preserved today, which may possibly date back to the Luso-Roman period. On the other hand, the New Bridge, downstream of the previous one but also crossing the river Ceira, has three wide arches and is 75 meters long. It was built in 1661, according to an inscription that is still legible, and there is also a reference to 1674, possibly of a religious nature. The Chapels of Our Lady of Grace, Our Lady of Health and St. Peter's are also good reasons for a visit to Serpins.The struggles of the people of Serpins are well known, namely the struggles waged in the middle of the century to regain the usufruct of the parish's wastelands. At a certain point, the Municipality of Lousã took over the wastelands that were in Serpins and made deals with some individuals so that they could reforest and exploit the forests. The population did not like it, revolted, fought for their rights and managed to recover the land, today in its entirety under the tutelage of the Parish Council. But the event that definitively marked the life of Serpins was the emergence of the railway. The Lousã Branch, initially designed to serve neighboring municipalities, arrived in Serpins in a second phase and provided the development of some industries in the parish. An example of this development was the Boque Paper Factory, which went into decline in the 80s and 90s of the twentieth century and where the first continuous paper making machine in Portugal operated.Today, other industries have emerged that are able to provide near-self-sufficiency in terms of jobs. In addition to job stabilization, one of the major concerns of the current executive is the well-being of the population. The accesses are now greatly improved and some sewer connections have been completed.

Apesar de, no início da nacionalidade a paróquia de Santa Maria de Serpins integrar o Mosteiro de Lorvão, o povoamento da freguesia parece ser bem anterior a essa data (século XII). Já em 943 Serpins (topónimo antroponímico) é referida como villa rústica no território do Castelo de Arouce, pertencendo então metade dela a Zoleiman Abaiub (Salomão). A outra parte da villa de Serpins pertencia, muito possivelmente, aos antepassados do notável conde Gonçalo Monis.O povoamento local deverá recuar à época romana, remontando a esse tempo, talvez, o próprio topónimo. Pelas invasões de Almansor, caiu a villa sob o domínio arábico (fins do século X). D. Manuel I deu-lhe foral, em Lisboa, a 27 de Fevereiro de 1514. A povoação fez-se então vila, cabeça de concelho criado e extinto por causas senhoriais (com a reforma administrativa de 1836) pelo liberalismo. Existe ainda na freguesia o Pelourinho, monumento nacional que, apesar de reconstruído há algumas décadas, é composto pelo fuste com esquinas chanfradas sobre três degraus e um plinto e pela pinha ou remate, na qual se pode ver um escudo nacional, na forma típica do século XVI.Destaque também para as duas pontes a Ponte Velha, do século XIV, e a Ponte Nova, do século XVII, como são conhecidas na região. A Ponte Velha é formada pelos restos dos pilares da ponte medieval, que ainda hoje se conservam, que podem eventualmente remontar ao período luso-romano. Por seu turno, a Ponte Nova, a jusante da anterior mas atravessando igualmente o rio Ceira, tem três amplos arcos e 75 metros de comprimento. Foi construída em 1661, conforme uma inscrição ainda legível, havendo também referência a 1674, possivelmente de carácter religioso. As Capelas da Nossa Senhora da Graça, da Nossa Senhora da Saúde e de S. Pedro, constituem igualmente bons motivos para uma visita a Serpins.São conhecidas as lutas do povo de Serpins, nomeadamente as lutas travadas em meados do século para reaver o usufruto dos baldios da freguesia. A determinada altura a Câmara Municipal da Lousã apoderou-se dos baldios que havia em Serpins e fez negócios com alguns indivíduos para que reflorestassem e explorassem as matas. A população não gostou, revoltou-se, lutou pelos seus direitos e conseguiu reaver os terrenos, hoje na sua totalidade sob a tutela da Junta de Freguesia. Mas o acontecimento que marcou definitivamente a vida de Serpins foi o surgimento do caminho-de-ferro. O Ramal da Lousã, projetado inicialmente para servir concelhos vizinhos, chegou a Serpins numa segunda fase e proporcionou o desenvolvimento de algumas indústrias na freguesia. Foi exemplo desse desenvolvimento a Fábrica de Papel do Boque, que entrou em decadência nos anos 80/90 do século XX e onde funcionou a primeira máquina de fazer papel contínuo que houve em Portugal.Atualmente surgiram outras indústrias capazes de proporcionar uma quase autossuficiência em termos de postos de trabalho. Para além da estabilização de emprego, uma das grandes preocupações do atual executivo é o bem-estar da população. Os acessos estão hoje bastante melhorados e algumas ligações de esgotos encontram-se concluídas.
